You must first visit your bank, and ask what happened to your payments and account, so you and your bank can resolve your concern. There might just have been some misunderstanding or errors that can be easily corrected. This will save you time, effort and stress.

It's only when your bank does not help you with your concern that you ask assistance from the BSP.

At upon opening, may initial deposit yun at maintaining balance.

I advised him to register for online banking, so he can check his payments and penalties.

Meanwhile, I checked out the BSP Manual of Regulations for Banks (MORB) for regulations requiring banks to inform account owners.

Is your bank required to notify you if you have been charged with Below-Balance Maintaining Balance Penalty?

No, based on the BSP Manual of Regulations for Banks (MORB). The bank is required to notify you individually ONLY if the following 2 situations arise:

1. if there's a change in the required Minimum Monthly Average Daily Balance (MADB) and

2. if the change will result in the deduction of fees or penalties in your account

This means that if you are charged with below-maintaining-balance penalty, at the rate or amount when you opened your account, your bank is not required by the BSP to notify you. This is because you have been informed about the Below-Maintaining Balance Penalty when you opened your account via the Terms and Conditions document that you signed.

It does not matter if the bank officer who assisted you failed to warn you or explain to you the maintaining balance requirement.

What Information Are Banks Required to Provide to Account Owners Upon Account Opening?

All important information regarding your account is provided in the Terms and Conditions document signed by You as Customer upon account opening.

Some new-account officers explain to you or warn you about the conditions most often violated, but some others do not have time or they forget. But if you will sign the Terms and Conditions document, it means you will agree to all that's in the document.

There are a lot of subjects covered in the Terms and Conditions, but the most important things to know and remember are the following:

Penalty is imposed if you close your account within 30 days from account opening date. Your bank may hold your initial deposit for this purpose.

Service charge is imposed on your account if it falls below the Monthly Average Daily Balance for 2 consecutive months.

Your savings account becomes dormant after 2 years of no deposit or withdrawal. One year for current account.

You shall update the bank if you've changed your postal address, email address, phone number, surname, and other information related to your account.

Your bank may close your account without prior notice, if you commit a fraud involving your account.

Your bank may close your account if your account balance becomes zero.

What Happened to the 15,000-Peso Maintaining Balance Problem of Mister Account Owner?

It's good that Mister Account Owner agreed with my advice and he registered for his online banking. So he was able to check his savings and home loan accounts. He saw that on his 4th year of paying monthly his home loan amortization, there was one amortization he failed to pay.

This meant that the amount of 15k pesos was not all below-maintaining balance penalties. They were penalties and one month of home loan amortization.

He accepted what happened and he paid the one-month amortization and the penalties. He told me he's now going to monitor his account regularly through online banking.

References:

"Fees on Retail Bank Products/Services." It will be published in the Classified Ads section. Ask for the cheapest column ad.

Since this is a car ownership transfer, the vehicle brand, model, plate number and deceased owner's name must be included. The name of the fee varies: transaction fee, foreign exchange fee, courier fee, ATM card delivery fee, or insurance cost. The fee ranges from 4,000 pesos to 15,000 pesos, or more

If you have received similar emails, do not respond to them. Ignore them. They are FRAUDULENT. They're a SCAM.

Most probably, these emails are not even from abroad, but from within the Philippines.

Why are these a SCAM? Because of one or more of the following reasons:

1. You are being asked to send money before you can receive the remittance.

If it's a TRUE remittance, you DO NOT pay anything to receive it. In a legitimate remittance, it is the SENDER who pays for the remittance fee. And the remittance fee must be paid by the Sender before the remittance can be sent. If the foreign remittance is sent to you through your bank account, and the bank charges an incoming remittance fee, it is deducted by the bank from the remittance. The bank does not ask you money for the incoming remittance fee.

2. If you don't know the person sending you money, it's possible you are being recruited to become a Money Mule.

Remember, being a Money Mule is a crime. Parang Drug Mule.

They are authorized to launch mobile banking apps. Just like any other commercial bank in the Philippines.

Pero allowed sila to offer digital products.

Are CIMB Bank and ING Bank deposit accounts insured by the PDIC?

Yes, PDIC-insured ang bank accounts ng CIMB and ING Bank, kasi BSP-licensed banks sila. It will be mandatory for those earning a monthly income of 20,250 pesos or more.

Mandatory means sapilitan, or required. Ito ay mandatory para sa mga members earning 20,250 pesos or more per month.

It's also now called Workers’ Investment and Savings Program or WISP.

Ito ay investment at savings kasi makukuha mo ang lahat na inipon mo under WISP or MPF kapag nag-retire ka na, kasama na ang dividends earned.

Kung tutuusin, maganda naman itong Mandatory fund. Kasi mapipilitan kang mag-save. In fact, meron nang ganitong program ang SSS noon pang 2014. It's called PESO Fund or Personal Equity and Savings Option (PESO) Fund.

Going back to the Mandatory Provident Fund or WISP, ito ang mga monthly contributions for the WISP, starting January 2020, for members earning 20,250 or more monthly.

Monthly Contributions under Mandatory Provident Fund or WISP

Check the spelling of the name. What you know as your receiver's name might be different from his/her bank account name.

If you're sending to a BDO cash card, remember that a BDO cash card can contain only 10k pesos (card with no embedded name) and 25k pesos (card with embedded name) at a time. A cash card has no account number. Use the card's 16-digit number. Some remittance companies like Xoom and Transferwise do not send to cash cards and send to bank accounts only. Xoom can also be used for cash pickup.

Here are money transfer operators in the US that have partnered with BDO for remittance to the Philippines:

Dolex Dollar
700 Highlander Blvd. Suite 450
Arlington, TX 76015

Dolex Dollar
1550 North Brown Rd, Suite 145
Lawrenceville, GA 30044

IDT Payment Services, Inc.
550 Broad St.
Newark Ave., NJ 07102

LMI Express Delivery Inc.
1028 Mission St.
San Francisco, CA 94103
For a complete list of offices please visit www.luckymoney.com USA

Omnex Group
580 Sylvan Ave. Suite LLA
Englewood Cliffs, NJ, 07632

Placid Express
3501 Queens Blvd.
Long Island City NY 11101

Ria Financial Services
For the nearest location, call: 1-800-331-8714

Small World Financial Services Group Ltd.
For online money transfer, visit www.smallworldfs.com

Transferwise Ltd.
But it's best to file your claim as soon as you have completed the required documents.
In case there are defects in your documents, you can remedy them more easily because your company or former company where you worked, or the hospital or clinic where you had an operation is still existing.

If you file your claim after some years from delivery date, be ready to explain to SSS why you waited so long before filing.

When should I file my MAT1?

Anytime from your 60th day of pregnancy to the day before your delivery date.

But file your MAT1 soon after your 60th day so you'll have already notified SSS in case a miscarriage happens.

If you're voluntary, OFW, self-employed, or non-working wife, you can make your maternity notification online through your online SSS account.

If you are employed, and your employer has an online SSS account, your employer will notify SSS through your employer's online SSS account.
Meron bang Pag-ibig Death Benefit?

Yes, meron. But this is not given to all Pag-ibig members.

How much is Pag-ibig death benefit?

It's 6,000 pesos.
Merong conditions:

What do you mean?
TAV means Total Accumulated Values.

Documents Required in Claiming Your Pag-ibig Provident and Death Benefit:

1. Application for Provident Benefits Claim
Download form from Pag-ibig website or get from any Pag-ibig branch

2. Proof of Surviving Legal Heirs (Notarized)
Download form from Pag-ibig website or get from any Pag-ibig branch

3. Death Certificate of Pag-ibig member
Get from PSA

4. Valid photo IDs of claimants

5. Proof of relationship to the Pag-ibig member who died
Get documents from PSA
- Marriage certificate (if spouse is the claimant)
- Birth certificates of all children (if there are children)
- Birth certificate of Pag-ibig member who died with no spouse and no children (claimants are the parents)
- Birth certificates of all siblings of Pag-ibig member who died with no spouse, no children and whose parents are already dead
(claimants are the siblings)
- Certified true copy of baptismal/confirmation certificate is accepted if there is no PSA record

6. Affidavit of Guardianship (Notarized),
for claimant children 18 years old and below, or physically/mentally incompetent children

7. Certificate of No Marriage, if deceased member was Single
Get from PSA

8. Advisory on Marriage, if deceased member was Married
Ano itong Advisory on Marriage? Sa PSA, ask for an Advisory on Marriage. Bibigyan ka ng CENOMAR form to fill up.
Ang document na ibibigay sa iyo contains information on the Pag-ibig member's marriage, or marriages or annulments.

9. Special Power of Attorney, if claim is filed by authorized representative
2 Valid photo IDs of authorized representative are required.

Funeral Receipt or Certification of Payments (from funeral service provider)
Bakit nire-require pa ito? Baka hindi totoo yong death? Meron nang death certificate.

11. Pag-ibig may ask for additional documents

Where to file:

File your Pag-ibig Provident and Death Benefit claim at the Pag-ibig branch where the deceased Pag-ibig member's contributions were remitted. Usually, it is the branch nearest the company where the Pag-ibig member worked the longest.

If you're now residing in a region or province very far from the Pag-ibig branch where the member's records are, and the trip to the branch is costly, you can file at the Pag-ibig branch nearest your current residence. That branch will accept your documents and will forward them to your husband's Pag-ibig branch. Photocopy all documents, in case documents are lost.

After Filing

After filing, you will receive a Claims Acknowledgment Receipt (CAR).
Date of release will be written on the CAR.
Pag-ibig may call you during evaluation of documents, if more documents are needed

Claiming the Check:
Present CAR and 2 valid IDs.

NOTE sa pag-fill-up ng claim form:
Make sure to write accurately all the names and addresses of companies and dates of employment of the deceased in the Application for Provident Benefits Claim form.
This is important, specially for members who worked in different companies located in different cities. Pag-ibig records are NOT yet totally centralized, so it's possible that if the member worked in 2 or more companies in different cities, the member's savings were remitted to 2 or more Pag-ibig branches.

Some Questions and Answers about Pag-ibig death benefit:

Q: When a Pag-ibig member dies, do his beneficiaries file 2 claims for Pag-ibig benefits? One for Provident benefit and one for death benefit?
A: No. Beneficiaries file only one set of claim. Pag-ibig Provident benefit and Pag-ibig death benefit are computed together in one claim form -- the Application for Provident Benefits Claim form.

Q: Can the beneficiaries of a member who has already claimed all his Pag-ibig Provident benefits claim his death benefit when he dies?
For example, a member gets all his Provident benefits in 2013, and then he dies in 2014. Can his family claim his death benefits in 2014?
A: No. His beneficiaries can no longer claim his death benefit because he was no longer a Pag-ibig member when he died. His membership was terminated when he claimed all his Provident benefit when he was alive.

Q: What is TAV?
TAV means Total Accumulated Value. It is the total of all the member's savings and employer's contributions (if employed) plus annual dividends.

Diliman
Baguio
Cebu
Present a Letter of Introduction (LOI) from SSS. Humingi ka ng LOI from SSS. Pero bago magbigay ang SSS ng LOI, sisiguraduhin muna nila na meron ka talagang kukuning benefit sa SSS, so bring your SSS benefit claim acknowledgment slip, or photocopies of your claim documents.

I already have an existing ATM account. Can I use it to receive my sickness or maternity benefit?

Yes, puede sa mga minsanang claim, like sickness or maternity benefit or loan proceeds.

If you decide to open your own account and not use an LOI from SSS, which banks offer the lowest amount of initial deposit and maintaining-balance requirement?

Easi-Save Basic account -- no maintaining balance -- 100 pesos opening fee -- offered by China Savings Bank
Union Bank Quick Card -- no maintaining balance
