No, BDO cash cards do not earn interest.
These cards are described as electronic reloadable prepaid debit cards.

Technically, you do not Deposit money into these cards. You Reload them. When you go to a BDO branch, you do not fill up the Cash Deposit Slip. Instead, you fill up the Sales/Reload Slip.

Also, BDO cash cards are not insured by the Philippine Deposit Insurance Corp. (PDIC).

Starting September 1, 2012, you are now charged 2 pesos per ATM withdrawal when using your BDO cash cards.

Balance limits for BDO cash cards:

10,000 pesos -- if your name is not embossed on the ATM card
25,000 pesos -- if your name is embossed on the ATM card

Is there a maintaining balance requirement?
None.
But you should deposit or withdraw at least once in 6 months (if your name is not embossed on the card), and at least once in a year (if your name is embossed on the card).
